Budget-2027: record-breaking 5236 amendments, about two-thirds
In the draft state budget of Ukraine for the 2027 year, deputies submitted a record-breaking 5236 amendments – the largest number since 2003 and more than double compared to last year. The head of the Budget Committee, Rosolana Pidlasa, called about two-thirds of the proposals "legislative spam." According to her calculations, even reviewing each amendment for 90 seconds would take more than 16 working days, while parliament needs to adopt critical laws for international funding.
Members of Parliament have submitted 5236 amendments to the government's draft state budget of Ukraine for the 2027 year. This was announced by the Chair of the Budget Committee of the Verkhovna Rada, Rosolana Pidlasa.
According to her, this is the absolute maximum, at least in the last 24 years: the number is more than double the figure from last year and is the highest since the start of collecting this data, which began with the formation of the state budget for 2003 year.
About two-thirds of the proposals submitted were labeled by Podlas as "legislative spam." According to her, the purpose is to delay proceedings in the chamber or to exert pressure for the adoption of other amendments that are important to the deputies.
The committee chair noted that even with 90 seconds per amendment, the review in the chamber would take more than 16 full working days. She emphasized the need for common sense, as the parliament must also pass critically important laws to maintain Ukraine's international funding alongside the budget process.
