Assistance for internally displaced persons in 2026 year: when the Pension Fund of Ukraine may stop or not extend payments
The pension fund may discontinue or fail to extend assistance to internally displaced persons (IDPs) in 2026 if they do not meet the criteria outlined in Order No. 332. Possible grounds for this include vehicles older than five years, deposits exceeding 100 thousand UAH, prolonged stays abroad, returning to a previously abandoned residence, or income exceeding 10 380 UAH per person. A large purchase does not automatically mean the loss of benefits.
In the year 2026, assistance for internally displaced persons may be discontinued or not extended if, after verification, discrepancies are found with the established criteria. The procedure for providing assistance is defined by Cabinet of Ministers Decree No. 332; the current version takes into account the changes introduced by Decree No. 1087, which came into effect on September 1 2026. The right to continue receiving payments is determined based on the results of verification and verification of the recipient's data, and the Pension Fund may discontinue payments if the circumstances specified in Procedure No. 332 are present.
The existence of a large purchase does not automatically mean a loss of assistance: the type of property acquired, its value, the date of the transaction, and any exceptions specified in Procedure No. 332 are taken into account. The purchase of a vehicle, the date of manufacture of which is less than five years old, may be grounds for stopping payments; a separate exception is provided for a moped and trailer. Also, transactions exceeding 100 thousand UAH, if related to a purchase, are checked.
When assessing property status, funds on deposit bank accounts are taken into consideration: the basis for stopping payments may be the presence of a total amount of over 100 thousand UAH on deposits, excluding one-time state payments. Also, transactions involving the purchase of cash or non-cash foreign currency and bank metals for a total amount of over 100 thousand UAH are considered. Routine expenses and a regular bank account do not automatically constitute a basis for stopping payments.
The presence of an apartment or house does not automatically mean a loss of assistance in any situation. Paragraph 332 includes a criterion regarding residential property owned by the recipient, located in an area not included in the relevant list of territories where the end date of hostilities or temporary occupation has been determined. Separate rules are established for housing that has been destroyed or damaged as a result of hostilities, and other special cases.
For the categories to which the income criterion applies, the average monthly total income per recipient in the year 2026 should not exceed 10 380 UAH – which is four subsistence minimums for individuals who have lost their ability to work ((2 595 × 4)). At the same time, for certain categories, the total family income is not taken into account: for example, for pensioners whose pension does not exceed 10 380 UAH, persons with disabilities of group I and II, children with disabilities up to 18 years, orphans, and some other categories.
In March 2026, the government changed the rules for extending assistance, specifically increasing the maximum number of six-month payment periods from four to five.
A short-term trip abroad does not automatically mean the loss of benefits. Payments may be suspended if a person has been abroad for more than 30 consecutive calendar days or for more than 60 days in total during the period of receiving benefits; The regulations include exceptions in cases where there are justified reasons, confirmed by documentation. Payments may also be suspended if the Pension Fund of Ukraine (ПФУ) receives information about a person's return to their abandoned place of residence or their departure abroad for permanent residence. In the 2026 year, the rules provide for the possibility of re-registration and continued assistance in specific cases, if a person has moved again and meets the established criteria.
If the payment has been stopped, it is first necessary to determine the specific reason – the PFA recommends doing this before preparing documents for restoring or continuing the payment. If an error is found in personal data, bank account number, or recipient category during the verification, the PFA may correct this information and reconsider the issue of the payment. The right to receive the payment should be checked according to the current version of Resolution No. 332, not according to older publications, especially before a major purchase, a long trip abroad, or after a change in property or family status.
