The Cabinet of Ministers has postponed payments totaling approximately 39 billion hryvnias until the end of 2026 and suspended VAT refunds totaling 18 billion hryvnias, Finance Minister Serhiy Marchenko сообщил. Among the unpaid payments are road repairs, school buses, and preparations for the heating season. As of October 12, the state treasury had 46 billion hryvnias in unpaid payments.
The Cabinet of Ministers of Ukraine has postponed part of the spending for the year 2026 to the end of the year, totaling approximately 39 billion UAH. This was announced by the Minister of Finance, Serhiy Marchenko, during a question-and-answer session with the parliament.
According to the minister, this is not about canceling programs or refusing to carry out planned work, but about postponing a portion of the funds to the end of the year, in order to allocate the available funds according to the established priorities. Among the areas affected by the unmade payments, were road repairs, school buses, and preparations for the heating season.
As of October 12, there were unexecuted payments totaling 46 billion UAH remaining on the single treasury account. Separately, Mr. Marchenko reported the cessation of the budget reimbursement of value-added tax in the amount of 18 billion UAH.
The minister also stated that the government recently unblocked funding for resilience plans and expressed hope that those responsible for the funds and local authorities will be prepared for the heating season in a timely manner.
During the nine months of 2026 year, the state budget did not receive the planned 50 billion hryvnias, of which 32 billion hryvnias fell on August and September. Due to the failure to meet its commitments, Ukraine did not receive 29,5 billion US dollars in budget support from international partners; according to Marchenko, this does not preclude the adoption of all necessary laws.
