KМІS: 79% of Ukrainians believe in victory, 75% are open to negotiations with Russia
A KМІС survey conducted in 12–September 21 2026 showed that 79% of Ukrainians believe that Ukraine will ultimately prevail, although in July, this figure was 85%. 75% are open to negotiations with Russia, while 69% would support an immediate ceasefire along the current front line without recognizing the occupied territories as Russian. 62% are willing to endure the war for as long as it takes.
The Kyiv International Institute of Sociology (KIIS) conducted a survey in 12–September 21 2026 on 1002 eligible Ukrainian citizens in the territory controlled by the government. According to the results, 79% of respondents believe that Ukraine will ultimately win the war. This confidence has decreased compared to the end of July, when 85% said they believed Ukraine would win, and the percentage of those who believed in it unconditionally was 60%; in September, 47% unconditionally believed in victory.
The most realistic scenario for preserving Ukraine's statehood and independence, but with forced territorial losses, was named 41% by those surveyed – in February 2025, this figure was 33%. At the same time, 53% chose scenarios that involve the de-occupation of at least part of the territories, with 23% considering the complete restoration of territorial integrity, including Crimea, to be realistic.
According to a survey, 75% of those polled believe that negotiations with Russia could lead to an end to the war, while 21% do not. The figures have remained almost unchanged since February 2025 year. The KМІС emphasizes that the question was about the possibility of negotiations, not about Ukraine's willingness to make concessions to Russia. Immediate cessation of hostilities along the current front line, provided that Ukraine does not recognize the occupied territories as part of Russia and continues to strengthen its army and move towards the EU and NATO, would be supported by 69%, while 22% would not.
62% of respondents are willing to tolerate the war for as long as it is necessary; another 4% – for about a year; and 23% – for a few months or six months. Compared to the end of July – beginning of August, these figures have changed very little. In Kyiv, the percentage of those willing to tolerate the war for as long as it is necessary is 72%, while in western Ukraine, it is 61%.
KМІS notes that the survey was conducted before the strikes on the bridges across the Dnipro River, and the results still have a high level of representativeness. However, in the context of the war, they may have some systematic deviations.
