Ministry of Defense: More than 51% of Russia's oil refining capacity has been disabled.

The defense forces have disabled more than 51% of Russia's oil refining facilities, according to Defense Minister Yevheniy Khmara. Among the recently affected facilities are the Moscow, Yaroslavl, Perm, Saratov, and Sizransk oil refineries. According to Russian media outlets citing the Russian Ministry of Finance, in September, Russia's oil and gas revenues for the budget amounted to 452,4 billion rubles — 22% less than last year.

According to estimates from Ukrainian intelligence, analysts from the General Staff and the Ministry of Defense, over 51% of Russia's oil refining facilities have been rendered inoperable as a result of the Armed Forces' systematic strikes. This was announced by Minister of Defense Yevheniy Khmara.

Among the recently attacked facilities are the Moscow, Yaroslavl, KINEF, Ust-Luga, Perm, Ilysky, Saratov, and Sizransk NPGs. The Ministry of Defense notes that the effects of individual operations may not be immediately apparent, but they accumulate and weaken the Russian army's ability to sustain itself.

One of the key tools used in such attacks is long-range drones: this year, Ukraine has tripled its production and procurement of these drones and plans to further increase its capabilities for strikes at long ranges.

Against this backdrop, according to Russian media citing the Russian Ministry of Finance, in September, the Russian budget received 452,4 billion rubles from oil and gas — 22% less than last year, despite rising global oil prices. Compensation to oil refineries increased from 197,3 billion to 305,5 billion rubles, effectively absorbing additional tax revenues. Since the beginning of the year, Russia's oil and gas revenues have amounted to 5,47 trillion rubles — 17,2% less than last year, according to the Center for Strategic Communications.
