The Ministry of Veterans Affairs announced that a feature allowing veterans to access their records in the "Diia" app will be available by the end of October.
The Ministry of Veterans Affairs of Ukraine plans to launch a feature in the "Diia" app, extracting data from the Unified State Register of War Veterans, by the end of October. By the end of 2026 year, the ministry is expected to prepare a concept for the State Support Service and select at least 150 veteran-entrepreneurs; family rehabilitation will be tested in November 2026 year, and approximately 1 billion hryvnias will be allocated for it in the state budget for 2027 year.
The Minister of Veterans Affairs of Ukraine, Vitaly Kim, outlined the department's plans following a meeting of the government coordination headquarters, which deals with state veteran policy. The main goal is to create a single pathway for military personnel to transition from service to civilian life. According to this plan, after being discharged, a person should not have to independently search for where to go, what documents to prepare, and which institutions are responsible for specific services.
One of the closest tasks is to extract information from the Unified State Register of War Veterans through the "Diya" application. The service is expected to be launched by the end of October.
Even before the completion of the 2026 year, the Ministry of Veterans Affairs plans to prepare a concept for the State Support Service and a roadmap for its creation. Regional military administrations and the Armed Forces should be able to make changes to the information in the Unified State Register of War Veterans. In addition, the "Veteran Sports" mechanism is planned to be further developed for use in 2027 year: assistance should be more targeted, and spending of funds should be under control. Another point is the selection of at least 150 veteran entrepreneurs, who will subsequently receive support.
For systemic legislative changes in the veterans' sector, the ministry will require support from the Verkhovna Rada.
To enable a single route to function, it is planned to adopt unified national standards for veteran services, which would not depend on the specific community. Also, data exchange between government systems should be established. This will reduce the need to repeatedly submit documents and information that are already available to the state.
The needs of military personnel, according to the ministry's plan, will be considered even after their discharge from service. Special attention will be paid to those who have suffered injuries, illnesses, or undergone prolonged treatment.
The Ministry of Veterans Affairs is also preparing a family rehabilitation program. They plan to pilot the program at two facilities in November 2026, with a full launch scheduled for 2027. The program will cover both veterans and their family members, who will undergo rehabilitation together after military service. Approximately 1 billion hryvnias have been allocated for this area in the state budget for 2027.
