Moldova may be able to conclude negotiations for joining the EU more quickly than Ukraine.

According to the European Commission, Moldova may complete negotiations for joining the European Union in the beginning of 2028 year, while Ukraine expects to complete the process by the end of that same year. The reason is slower progress in Ukraine regarding reforms of the rule of law and combating corruption.

Moldova may be able to complete negotiations for joining the European Union before Ukraine, according to annual assessments by the European Commission. Based on the guidelines outlined in the report, Chisinau could conclude the negotiation process in the first quarter of 2028, while Kyiv anticipates completing the process by the end of that year.

In 2027, Moldova may close 25 chapters of the Association Agreement, while Ukraine may close seven. The European Commission notes Ukraine's commitment to European integration despite the full-scale war, stating that specialized anti-corruption bodies continue to operate independently and effectively.

To accelerate the pace of reforms necessary to complete negotiations by the end of 2028 year, Ukraine needs to meet interim requirements regarding the rule of law, state administration reform, strengthening democratic institutions, and implementing a plan of action for national minorities. The mentioned deadlines refer to the completion of negotiations, not to automatic membership, which also requires the agreement of all EU member states and the completion of relevant procedures.
