IMF outlines conditions for providing Ukraine with 1,65 billion dollars

To receive the third and fourth tranches under the EFF program, Ukraine needs to restore structural reforms and ensure guarantees of financing from international partners. Currently, the Ukrainian delegation is discussing with the IMF the combination of the second and third reviews of the program, which would allow for a combined tranche of 1,65 billion dollars.

The Director of the European Department of the IMF, Mateusz Szczyrek, emphasized that the third and fourth tranches of the EFF program require the restoration of structural reforms in Ukraine and the provision of financial guarantees from international partners.

The representative from the Foundation emphasized the importance of adopting legislative changes in the areas of revenue mobilization and state administration, which is crucial for attracting further donor funding, starting in 2026 year.

The Ukrainian government has submitted a draft state budget for the 2027 year, which takes into account assumptions about a longer duration of combat operations, which increases the state's overall need for external financing.

Currently, the Ukrainian delegation is discussing with the IMF the consolidation of the second and third reviews of the new four-year Extended Fund Facility (EFF) program, with a total amount of 8,1 billion dollars. In the event of successful negotiations, Ukraine will be able to receive a consolidated tranche of 1,65 billion dollars. The EFF program was approved at the end of February 2026 and serves as the basis for the overall package of international support for Ukraine for 2026–2029 years, with an amount of 136,5 billion dollars under the baseline scenario. In July 2026, the IMF successfully completed the first review of this program and allocated Ukraine a second tranche of approximately 690 million dollars.
