Pension in 60 without the required work experience: who receives temporary state assistance
In Ukraine, individuals of retirement age who lack the required insurance history for a pension may receive temporary state assistance—up to 3 028 UAH per month—under certain conditions. This benefit is available to people with at least 15 years of insurance history, and the amount of the payment depends on the family's income. To qualify for a pension at 60 years of age in 2026-th, one needs 33 years of insurance history, and in 2027-th—34.
Ukrainians who have reached retirement age but have not accumulated the required amount of insurance experience may be eligible for temporary state social assistance under certain conditions. According to the "Diya" website, the maximum amount of this monthly payment is 3 028 hryvnias.
Individuals who have reached retirement age and have at least 15 years of insurance coverage are eligible to apply for assistance. Social security agencies verify the financial situation of the applicant and their family: the amount is determined based on the subsistence minimum for individuals who have lost the ability to work, and the average income per family member over the past six months. The presence of other income sources or expensive purchases by the family may affect the decision regarding payment.
The assistance can be applied for at the local social protection agency. To do this, you will need an application form, a passport, a РНОКПП (identification number), and a document from the Pension Fund. A decision will be made within ten days of submitting the documents.
Requirements for eligibility for retirement after 60 years are gradually increasing: in 2026, at least 33 years are required, and in 2027, 34. This increases the risk of not receiving a pension at 60 years for people who worked without formal employment, received "off-the-books" wages, or had long periods of unemployment.
