State Social Insurance Fund: How to apply for a subsidy and benefit for solid fuel, and how much does "Winter Support" provide?

The pension fund reminded: households that heat their homes with solid fuel can apply for a subsidy or benefit once a year for the purchase of firewood, liquefied gas, or stove fuel for one heating season. The amount is calculated individually, depending on the family's income. A separate program, "Winter Support," provides 19 400 UAH per household for residents of designated communities.

The State Pension Fund of Ukraine reminded that the housing subsidy for the purchase of liquefied gas, solid, and liquid fuel for household heating is intended for households that heat their homes with solid fuel. This refers to houses that do not have centralized heating and do not use natural gas or electricity for heating. The subsidy is granted once a year for each heating season; to apply, you need to submit an application and a declaration of income and expenses. There is no fixed amount for the subsidy; the amount is calculated individually based on the household's income.

The legislation separately provides a benefit for purchasing liquefied gas, solid, and liquid fuels for household heating – once per year per heating season. To obtain this benefit, you need to submit an application and a document confirming the presence of a stove for heating in the dwelling, and the person's data must be entered into the Register of individuals entitled to benefits.

The amount of the subsidy or benefit depends on the family's total income; there are exceptions for specific categories of veterans and members of the families of deceased Defenders of Ukraine.

In 2026, a separate program called "Winter Support" is in effect — a one-time payment of 19 400 UAH per household for residents of designated communities. The Pension Fund emphasized that the subsidy and "Winter Support" are two separate programs.
