Subsidy for solid fuel and 19 400 UAH under the "Winter Support" program: terms and conditions

The pension fund reminded households without centralized heating, which use solid fuel to heat their homes, that they may apply for a subsidy or benefit for purchasing fuel – once per heating season. Separately, vulnerable residents of specific communities in eight regions may apply for a one-time "Winter Support" of 19 400 UAH per household by October 30 2026 year.

The State Pension Fund of Ukraine reminded about the conditions for a housing subsidy for the purchase of liquefied gas, solid and liquid fuel for household heating. This subsidy is intended for households that heat their homes with solid fuel: specifically, for houses without centralized heating that do not use natural gas or electricity for heating.

The subsidy is awarded once a year, for one heating season. To apply, you need to submit an application and a declaration of income and expenses. There is no fixed amount for the payment; the amount is calculated individually, taking into account the household's income.

The legislation also provides a subsidy for the purchase of liquefied gas, solid, and liquid fuel for heating – once a year per heating season. This requires an application and proof of the presence of a heating system in the dwelling, and the individual's data must be entered into the Register of individuals entitled to benefits. The amount depends on the family's total income, although there are exceptions for certain categories of veterans and members of the families of deceased Defenders of Ukraine.

In 2026, a separate program called "Winter Support" is in effect, providing a one-time payment of 19 400 UAH per household. This program is intended for vulnerable populations in specific communities in the Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv, and Chernihiv regions; temporarily occupied territories are not included in the program.

Individuals with disabilities, pensioners in certain cases, single mothers, families with many children, and internally displaced persons may be eligible for assistance. Applications are accepted until October 30 2026. If the payments are funded by international humanitarian organizations, the application should be submitted to the relevant rural, village, or municipal council, and the funds should be transferred to a bank account with an IBAN number, or paid in cash through a post office.

These payments should not be confused: 19 400 UAH – this is not a fixed amount of housing subsidy for firewood or other solid fuel.
