Subsidies for the heating season 2026-2027: who needs to submit documents
Most Ukrainian citizens who already receive housing subsidies will have them automatically renewed by the State Pension Fund of Ukraine. Those whose circumstances have changed need to apply for assistance again. Applications can be submitted online, by mail, or in person.
The heating season has begun, and Ukrainian citizens who need assistance with paying utility bills can apply for a housing subsidy.
According to the Ministry of Social Policy, for most citizens who are already receiving a subsidy, the Pension Fund of Ukraine will automatically recalculate the amount. It is not necessary to reapply for assistance if there have been no changes in the family that could affect the right to receive the subsidy or its amount.
At the same time, those who did not receive a subsidy previously, or whose family circumstances, income, or assets have changed, must contact the State Pension Fund of Ukraine with the appropriate application and declaration. This can be done in person, by mail, or online through the website or mobile application of the State Pension Fund, as well as at administrative service centers or through authorized representatives of local authorities.
It is important to submit the documents within two months of the start of the heating season in order to receive the subsidy starting in October. The heating subsidy is calculated for the period from October 16 to April 15, inclusive. Therefore, assistance for October will be calculated only for 16 days – from 16 to October 31. The amount of the assigned subsidy can be found in the personal account on the website of the State Pension Fund of Ukraine in November.
