Departure from the country for male students: age limits, academic mobility, and exceptions
In Ukraine, students enrolled in full-time programs who are pursuing continuous education have a deferral from mobilization, but this does not automatically grant them the right to travel abroad. Men aged from 18 to 22 years (inclusive) can cross the border without additional justification; this is no longer a valid reason after 23 years of study at a Ukrainian university. The final decision on whether to allow passage rests with the State Border Service, which checks the documents.
The deferral from mobilization that students studying on a consecutive level receive does not equate to the right to freely leave Ukraine. Separate legal grounds are required for crossing the border.
Men aged from 18 to 22 years (inclusive) do not require additional justification to cross the border. They must have a valid passport and an updated military registration document. After 23 years, only enrollment in a Ukrainian higher education institution no longer grants the right to leave the country.
Students aged 18–22 years can take advantage of academic mobility – studying or doing an internship abroad. Conditions: full-time study; obtaining a bachelor's degree in 2–3 semesters or a master's degree in medical, pharmaceutical, or veterinary fields. This program allows students to study or do an internship outside of Ukraine while maintaining a place at a Ukrainian university.
First-year students are not eligible for academic mobility, as they need to have satisfactory grades from the last two semesters. If these students are under 23 years old, they may be able to participate in the program under general conditions.
Male students studying medicine and pharmacy, who are under 23 years old, are crossing the border without any additional justification. A passport and a valid military registration document are sufficient for this.
Individuals who are studying at foreign universities and have not reached 23 years of age may leave if they have proof of enrollment. This includes enrollment in the institution, a valid student visa, or a residence permit in the country of study. After 23 years, the status of a foreign university student does not grant the right to leave; if a person leaves in 22 years and returns after 23 years, it will not be possible to continue studying abroad based solely on this reason.
Educational courses, seminars, or conferences abroad are also available to male students up to 23 years of age.
There is no specific ban on leaving during the academic year; border guards primarily check to see if there is a legitimate reason for crossing. The final decision regarding crossing the border rests with the State Border Service, which verifies the documents.
Graduate students after 23 years have different rules: for leaving, they need an additional justification, such as educational activities, and a valid military registration document.
