Zelenskyy signed a law on housing for internally displaced persons without mandatory auctions.

President Volodymyr Zelenskyy signed law №5005-IX regarding the transfer of state and municipal property for temporary housing of internally displaced persons (IDPs). Communities are no longer required to hold auctions for the transfer of such properties, and a symbolic rent of 1 hryvnias has been established to attract donors. The changes are in effect until January 1 2028 year.

President Volodymyr Zelenskyy signed law №5005-IX, which allows the transfer of state and municipal property for the accommodation of internally displaced persons. This refers to premises that can be prepared for temporary housing for people who, due to the war, have lost the ability to live in their own homes or cannot independently secure housing.

The main change is that communities are no longer required to hold auctions when transferring such properties. The property can be transferred to legal entities, municipal institutions, and organizations for the temporary housing of internally displaced persons (IDPs). The new rules are also intended to simplify cooperation between communities and international organizations and donors, who will be able to participate in the repair and renovation of buildings; this includes the possibility of charging a symbolic rental fee of one hryvnia.

The new regulations are linked to a temporary suspension of the operation of certain provisions of previous legislation. The relevant changes will be in effect until January 1 2028 year.

For displaced persons residing in Dnipro, the law creates additional opportunities for the provision of temporary accommodation. However, it does not mean that every internally displaced person will automatically receive housing – specific premises and the rules for their use will be determined by local communities.
