The decision by the National Security and Defense Council of Ukraine, regarding three sanction packages, was implemented by Volodymyr Zelenskyy, according to the President's Office. The sanctions target Russian entities and citizens who support the Russian Federation's aggression.
One of the packages is aimed at those who help Russia circumvent financial restrictions. It includes 28 physical entities and 27 legal entities. According to Ukrainian authorities, among them are operators of cryptocurrency exchanges and cryptocurrency exchange services, as well as their managers and owners. Sanctions also target the managers and owners of companies related to the A7 shadow banking network. This network openly promotes tools for circumventing financial restrictions. The United States previously imposed sanctions against A7.
Another package concerns 10 physical entities and 21 legal entities, as well as two vessels. According to the Office of the President, these entities operate in the interests of Russia in temporarily occupied territories of Ukraine, providing funding for Russian aggression, appropriating Ukrainian natural resources, and spreading Russian propaganda. The list also includes collaborators who cooperate with the occupying administration, as well as companies that provide internet and television services, conduct geological exploration, manufacture electronics and metal products in temporarily occupied territories.
The package related to missile production covers 70 Russian citizens involved in the manufacture of ballistic missiles "Iskander-M" and "Circum". These missiles are used by Russian forces to strike targets in Ukraine. The restrictions apply to leading employees of Russian defense industry and chemical companies involved in missile production.
Among these residents are employees of the Votkinsk Plant and the V. V. Bahirev Machine Building Institute, as well as "Radar MMS," "Granit-Electron," "Anozit," "Avitex," "Metaphrax Chemicals," "Altai," "Nevinnomyssky Azot," "Azot," the "Salut," "Strela," "VNIIR-Progress," "Mashinostroitel'," "Avantgard," Sverdlov, and Morozov plants, the Voskresensky Aggregate Plant, as well as the "Polus" and "Submicron" research institutes.
These companies are already subject to Ukrainian sanctions. In addition, some of them are also subject to restrictions from the United States, the European Union, the United Kingdom, Switzerland, Australia, Japan, Canada, and New Zealand. Ukraine wants to coordinate sanctions not only with international partners regarding Russian military-industrial complex and chemical industries, but also with respect to their key employees.
