Zelenskyy approved a new human rights strategy

President Volodymyr Zelenskyy signed a decree on a new National Strategy in the field of human rights. The document provides for the protection of the rights of LGBTQ+ individuals and other vulnerable groups, as well as the harmonization of legislation with European standards.

President of Ukraine Volodymyr Zelenskyy has approved the new National Strategy in the field of human rights, signing decree №1038/2026 on October 12.

The strategy is based on the principles of equality and non-discrimination and applies to all individuals under the jurisdiction of Ukraine. The document provides for improvements to mechanisms for protecting human rights, strengthening the ability of state bodies to respond to violations, and bringing legislation in line with international standards, including European ones.

The document also pays particular attention to the protection of the rights of LGBTQ+ individuals, who may be at increased risk of having their rights violated or facing additional obstacles in their realization. The strategy also addresses the needs of children, people with disabilities, veterans and their families, internally displaced persons, and those affected by Russian aggression, as well as indigenous peoples and national minorities.

In order to put the strategy into practice, the Cabinet of Ministers of Ukraine will approve an operational plan for 2027–2029 years within six months. Subsequently, such plans will be developed every three years, and the government will report to the president annually on their implementation.
