Dismissal through "Diya" for employees in occupied territories: the government has also simplified the process of confirming work experience for retirement.
Ukrainians who are officially employed at businesses in temporarily occupied territories can submit a resignation request through the "Diya" system – without contacting the employer or going to court. The system "Obrih" processes the request within one working day, separately for each employer. The government has also simplified the verification of work experience for retirement, including through the statements of at least two former colleagues.
Citizens of Ukraine who remain officially employed at businesses located in temporarily occupied territories can submit a resignation request through the "Diya" application. According to the government, this does not require individuals to personally contact their employer or go through a legal procedure.
The service is available to adults who are registered with the Pension Fund, and whose official employment information is available in the fund's database. The application displays the verified РНОКПП (identification number) and ID card or biometric passport. If a person works for multiple organizations in temporarily occupied territories, a separate application must be submitted for each employer; in the case of termination of employment, the applicant must confirm that they do not hold an elected position.
The application is automatically processed by the "Horizont" system within one working day, and the user receives notification in "Diia." After the dismissal is processed, the person can officially start a new job, apply for unemployment benefits and assistance, and utilize professional training, retraining, or self-employment programs under the established conditions, if they meet the eligibility requirements.
The service is not available to foreigners, stateless persons, minors, as well as citizens who do not have a verified РНОКПП (identification number), do not have the required documents in the "Diya" app, or do not have verified data on official employment.
Separately, the Cabinet of Ministers adopted a decision that simplifies the confirmation of work experience for pension eligibility if the employment record is lost, damaged, contains inaccuracies, or lacks necessary entries. The Ministry of Social Policy, Family and Unity of Ukraine, announced the changes. The pension fund should utilize data from state electronic registers more widely, and if information is unavailable, other documents and data; in the absence of work-related documents, work experience can be confirmed by at least two former colleagues who worked with the applicant. If the company has been liquidated, the pension fund will assist in finding witnesses through the Register of Insured Persons.
For documents belonging to businesses that have been damaged or destroyed as a result of the Russian aggression, a special procedure has been established for crediting work experience, which will be determined by the Pension Fund in agreement with the Ministry of Social Policy. Discrepancies in name, surname, or date of birth between employment documents and the passport can now be resolved by the Pension Fund itself, without the need for a court. The decision was adopted in accordance with law No. 4851-IX, which came into effect on August 2 2026 year.
