Drivers in Ukraine can obtain an "європротокол" (European protocol) through the "Diya" app.

Starting October 8 2026, drivers in Ukraine can complete the Europrotкол directly within the "Diya" app. Both parties involved in the accident confirm their agreement via a QR code and sign the "Diya.Підписом" document, which is automatically sent to the State Motor Transport Inspectorate and insurance companies. If there are injured parties, damage to other property, or if the parties cannot reach an agreement, the Europrotкол cannot be completed – it is necessary to call the police.

The ability to complete the e-protocol directly within the "Diya" application became available on October 8 2026. Previously, the electronic document could be created through a separate online service, but now the entire process takes place on a smartphone. To do this, you need to update the application and open the "Services" section, then "Drivers" and "E-protocol".

The application automatically downloads information about the participants in the accident, vehicles, and insurance policies; the driver is left to describe the circumstances of the accident and add photos of the damage taken at the scene. The second driver confirms their agreement via a QR code or notification, after which both parties sign the "Dія.Підписом" (Dія.Signature) document. The signed European protocol is automatically sent to the Motor (Transport) Insurance Bureau of Ukraine, and from there to insurance companies.

Both drivers need the following documents in the "Diya" service to use it: a verified tax number, a digital passport (ID card, passport, or residence permit), a driver's license, a vehicle registration certificate, and a valid insurance policy. The vehicle document must be in the name of the vehicle owner or the person authorized to use the vehicle.

It is not possible to complete the Euro protocol if there are injured parties in the accident, if more than two vehicles were involved, if other property was damaged, if one of the drivers is under the influence of alcohol, or if the parties cannot agree on the circumstances of the event. In such cases, it is necessary to call the police at number 112 or 102. If all conditions are met, but it is not possible to use the application, the Euro protocol can be completed on paper.

The Ministry of Internal Affairs explains that the European protocol allows for resolving the consequences of minor traffic accidents with insurance companies without the involvement of the police: in such cases, an administrative protocol is not drawn up, and the driver's license is not confiscated. After the paperwork is completed, drivers are advised to contact their insurance company and inquire about further steps.
